Is President Obama Delusional?

It seems like President Obama actually believes whatever comes out of his mouth to be true. Yet, his statements often directly contradict each other. It behooves every American voter to ask the question,  
"Is President Obama delusional or does he just talk that way?" If he truly is delusional, how can he be competent to be president of the United States?

A definition of delusional: "A false belief in spite of invalidating evidence."
